Tail Lights

Question (dumb)

When I purchased my 1965 Jetstar 88, I opened the trunk and found there were no wires or bulbs in the top tail lights. But there is proper wiring that goes to the bottom bulbs. Blinker and brake lights both work on the bottom.

1. I know there is no wiring, but was there suppose to be brake lights and signal lights on the top row also, or just tail lights?

2. Can i just splice into the wires and hook up bulbs to the top tail lights and have them function just as the bottom?

both upper and lower are designed to operate the same, together

very nice car! (love the boattail too)

is there any sign at all of wiring having been there? I mean I am not an expert but I am pretty savvy when it comes to Oldsmobiles. Maybe I am wrong, someone smart will chime in soon.

It's possible an earlier owner used the car to tow a trailer and undid some of the wiring in order to wire up the trailer lights, although there is no reason that the trailer lights couldn't have been spliced in without removing any of the existing taillights, but I've learned with several cars I have worked on, you never know what a previous owner might do electrically.
