87 Cutlass Supreme . The bottom third , driver side wiper, does not apply apply enough pressure. Car calls for 18" blades, 16' have a better, contact patch. Have replaced the arm twice, Different brands . Any ideas?

Give the wiper arm a slight "tweak" bend downward....hold the arm with two hands and give it the tweak mid point between end of the wiper arm and the "fatter" section that's towards the mounting studs.

Also make sure the pivot is lubed and free to move. The spring needs to put a little downward pressure on the blade to clear the glass.
