I don't know if this will help, but if you can figure out if the car originally is from Wilmington, Delaware, I may be able to tell you some of its history, including the possibility I may have the name of the original owner.

Interesting
ST 70 - 1970 model year
3 - Oldsmobile division
44 - series (442)
67 - body style - convertible
E - Linden New Jersey production
331 - Fisher body number (not related to VIN)
TR 977 - Ivory themed interior (bucket seats)
PNT 28 C - lower body color Twilight Blue with Blue convertible top
10 D - Build month/week (built in the 4th week -D of October - 10, 1969)
So it would appear that your car has transformed it's exterior color from what it was born with.
Probably something like this (only with ivory interior and standard hood).
It would have also come with body and trunk stripes (the thin ones like ^^ above)
Better image showing the stripes. Notice how crisp they are in comparison to the ones on your car. Also this car has the rear opening chrome yours is missing. That's why I was thinking there's a lot of filler on the rear wheel openings and lower quarter.

He mentioned the color change in an early post, but I'm sure that stuff's easy to miss.
The car I knew was bought new by a woman with 4-speed, no console, standard hood, and wheelcovers. After the bumper rusting as bad as I've ever seen on a non-beater, it was bought by a guy named Mitch Hoopes out of Arden who at one point owned a '71 Cutlass Supreme with a 455, although it didn't have SX badges at the time. It had the W-25 and was painted the same green as your car is now. I moved when I was 16, so I don't know what happened to the ragtop but I think I may have seen it once with the W-25. Otherwise, I haven't a clue.
Would be funny if it was the same car because it's the same color.

I'm still really curious about those rear quarters and wheel openings as far as filler goes. IF it's the same car as you remember the quarters may have rotted out too. I'd be more afraid of rot on the frame though. I guess we'll find out when the teardown happens.

Be sure to check it out completely.
It does not have disc brakes,
Does not have a 442 rear bumper,
When they were trying to adjust the engine, it sounds like it has some exhaust leaks.
Other than that it looks pretty good. It is a very good base, has plenty of work ahead for you.

I like it... Its a drop top and a 4speed. I'll bet your going to find a lot of issues but if you got it for 10 grand.I'd say good deal. Be prepared though. The purchase price may be less than it cost for each step in your restoration. But as it is it's a good 50 footer. You could make it safe and enjoy it as is for a few years..

I'd get it in good running condition and drive the hell out of it this summer.... after having a season of fun then, and only then, would I start restoring it.
Just remember old cars are like women...they don't have to be perfect to be fun...

10K being too much for a 1. 442. 2. 1970. 3. 4 speed. 4. covertable!?
I've sold a roadrunner clone for way more then 10K, advertised as a clone, and it was a hardtop auto!
I guess I'm just confused. I suppose it's not a W-30 car, but still.

The owner still has the title, once the check clears he's sending it to me. When I went up to inspect the car I checked out all the documentation and title. He purchased the car from a lady in CT, I forget the town. She was the first owner. She had a bunch of stuff done and got screwed from what I see now. I'm going to register and drive easy for a bit before deconstruction just to enjoy it before the 2yr hibernation.

Congratulations!!!
That is some good advice there, drive and enjoy your droptop while picking away at little small projects from time to time.
This will help you get familiar with your 442 and restoration sources available.
Gotta love the '70!!!
