Troubleshooting Pictures/Images
Common errors trying to UPLOAD a picture/image (in priority):
(1) File Size Too Large (>10MB);
(2) Weak WiFi (Wireless) Signal;
(3) Unsupported File Type.
(1) File Size Too Large (>10MB)
Most frequent failure is the picture/image file size is too large. Maximum file size of any file type is 10 MB (see How To Post Pictures/Images). The UPLOAD stops at 50% and one of two Alerts are rendered:
Alert (below) produced when file size exceeds 10 MB (but often less than 25 MB).
Alert (below) produced when file size greatly exceeds 25 MB. NOTE: This is a default Alert message. No need to "inform the administrator". See CORRECTIVE ACTION below.
CORRECTIVE ACTION
Reduce file size to less than 10 MB & reattempt the UPLOAD.
General methods to reduce/resize a picture/image file:
(a) Compress (preferred) the file to reduce file size;
(b) Crop the image to reduce file size;
(c) Change the aspect ratio to reduce file size; or,
(d) Reduce the file size by a percentage.
Attempt to resize the picture/image using the same software program you used to view/open the image. Some picture/image software programs contain a resizing utility, some do not. Not all users use the same operating system (Windows, Apple, Mac, Linux, Unix, etc.) &/or the same operating system version (Win95, Vista, XP, Win7, Win10, etc.), the same device (PC desktop, laptop, tablet, phone, etc.) &/or the same photo/image software to view pictures/images.

Reduce the file size of a picture in Microsoft Office (Windows & MacOS)
(2) Weak WiFi (Wireless) Signal
Many reasons for a weak wireless signal: location (indoors vs. outdoors), metal vs. wood enclosure, interference, cellular (carrier &/or device) network, router, modem, firmware, security, WiFi network & channel to name a few.
NOTE: A wireless signal will always be far slower than any hard-wired (e.g. cable) Ethernet connection.
NOTE: Upload speeds will always be ~80% - 90% slower than download speeds.
NOTE: Larger files will always take longer than smaller files.
Typical Upload/Download Speeds
Ethernet (Cable) Network: Upload 8 Mbps - 13 Mbps; Download 80 Mbps - 125 Mbps
Wireless (WiFi) Network: Upload 8 Mbps - 15 Mbps; Download 65 Mbps - 75 Mbps
Wireless (Cellular) Network: Upload 3 Mbps - 5 Mbps; Download 35 Mbps - 45 Mbps
CORRECTIVE ACTION
(a) Ensure WiFi is enabled; Airplane mode is disabled (if using a phone); Cellular Data is enabled (if not connecting via a WiFi network);
(b) Connect to a strong WiFi network. Determine if you're connected via cellular (carrier) network or WiFi network. A strong WiFi network connection will improve signal over a cellular (carrier) network. Try several different available WiFi networks.
(c) Transfer the file(s) off of your phone to a PC desktop, laptop, tablet, etc. with a strong internet connection (WiFi or cable) and reattempt your upload;
(d) Reduce the file size (see File Size Too Large >10MB above);
Less Common Corrective Actions
(a) Ensure your device (phone, tablet, laptop, desktop) is running the most up-to-date operating system version;
(b) Ensure your device(s) (cable/WiFi modem, WiFi router(s)/Bridges) have the most up-to-date firmware/software;
(c) Disable the Hotspot on your device (if it is enabled & users are connecting to a network via your Hotspot);
(d) Disable any VPN (Virtual Private Network) connections established between any other tunneling endpoints.
(3) Unsupported File Type
.JPEG and .JPG are the recommended image file formats for websites.
Images/Attachments/Files must be one of the file extensions identified below.
NOTE: The following file types/extensions (generally employed w/ digital cameras, video recorders, imaging software, CAD programs, etc.) are not supported.
EPS (Encapsulated Postscript)
AI (Adobe Illustrator Document)
INDD (Adobe Indesign Document)
RAW (Raw Image Formats)
TIF/TIFF (Tag Image File Format)
An unsupported file type renders the following Alert:

Convert the file(s) to an acceptable format (.jpg/.jpeg preferred). See Valid File Extensions (above)

Windows is pretty much straightforward, despite later versions' unnecessary overcomplication. If you have an old device with 98-2000 installed, this is best for tailoring images. In fact, there is a revived demand for these older devices, simply because no effort was made to hide applications, back then.
As far as wireless goes, I bought this Dell Inspirion 15 3000 through ebay. Not only is the touchpad somewhat insensitive and the right-hand button non-functional. It's also missing the ethernet jack. With one of those, I could have even used my DLAN converter. I had not expected that computers would be built leaving out this jack. That's why it's worth the extra expense, through buying your device personally. Blind buying risks getting disappointed, in the long run
