If your Oldsmobile still has a Quadrajet carburetor on it then the fuel inlet has a paper or brass sintered filter in it. You can replace it by removing the fuel inlet on the fuel bowl of the carburetor. Be careful though, the threads of the fuel inlet often leak.
Often times, you'll also see a fuel filter right before the mechanical fuel pump on the bottom of the passenger's side of the engine. It will either be a steel or clear plastic filter in the flexible fue hose going to the fuel pump.

It is important you use TWO wrenches when removing the fuel line fittings. Hold the 1" wrench steady while removing the fuel line then remove the fuel line inlet. Make note of the washer location and direction of the fuel filter if replacing with a fuel filter which contains a check valve. The video below demonstrates removal of the fuel filter housing used on Oldsmobile engines - notice it is FORWARD facing on the FRONT of the carburetor. If you look at other Quadrajet carburetors you may notice some with the fuel filter housing mounted 90° (or sideways). Those were not used on Oldsmobiles (used on Chevrolet) but they are the same type housing only mounting 90°. Place a small rag under the fuel housing to capture fuel which will spill out.

I believe 1969 uses the long filter (not the short filter) Part Number 2253 in the URL link below as the recommended fuel filter. You should be able to get one from your local parts store without paying shipping &/or from Amazon. Pay attention the direction/location of the spring. It's suggested you replace the spring when changing the fuel filter.

wow thank you i didnt get to it as yet as a comment had me leary about the size filter , i watched a couple videos and checked with autozone and online with pepboys and the y all said the small filter so i was just taking into consideration the comment to make sure everything was correct ,,
but i also have another concern about my car starting , so my chock stays open all the time it is maual but i dont have any connection in car to open or close so it just stays open but it starts every time, i pump a litttle and start and groooooommmmmm there he goes but when i try to close the throttleplate and start it wont start period not sure if thats ok or not and im getting alot of backfire in gear on decel not sure wat that is

I don't know what carburetor is mounted on your engine. I believe the 1969 OEM carburetor was model/part number 7029250. This would be the long filter. Take a look at the carburetor for the model/part number.

The part number is located in the vertical position on the driver side of the carburetor towards the back of the carburetor - validate the part/model number. should be 7029250 I believe; with that said, after 50+ years of service, who knows what's riding on that engine today, right? Double check to be sure.

You mentioned that you have a "manual" choke. Do you mean there's no electrical connection so it's a hot air vs. electric choke? Why don't you show us a pic of the passenger's side of your carburetor.

hey thanks guys i changed my filter and it leaked at first but i just used the old gasket ring and it was fine and has been sorry for the late reply had to make sure it was ok now im working on timing

it doesnt have a choke im going to put one on but i will send pics of the carb

was trying to figure if something was missing from that connection to the choke and that screw also leaks when you rev sometime on both sides same spot

I don't know what carburetor is mounted on your engine. I believe the 1969 OEM carburetor was model/part number 7029250. This would be the long filter. Take a look at the carburetor for the model/part number.

You have a Holley carburetor. I guess Norm & I @$$umed you had a Quadrajet, sorry.
That carburetor does indeed have a manual choke. You need to make sure the choke linkage operates properly and install a cable so you can actuate the choke.
