Can you post a picture of it? If it looks like a thin metal sleeve on the balancer neck it could have been added to tighten up the contact with the seal pressed into the timing cover.

I will take a pic when i get home tonight, but yes that is what it is thin metal sleeve. I asked a friend he said just chisel it off carefully and put the new sleeve on.

If there is nothing wrong with it I would leave it alone. If you do decide to replace it be VERY careful putting the new one on. The damper surface needs to be smooth and clean. There is a sealer that comes with the sleeves. It is very important to use a flat steel plate of some type to install the new sleeve and if it goes on even slightly crooked you will ruin it Not trying to sound alarming but I have seen too many guys ruin them trying to put them on and I have done a few of them and know how hard it is to get it perfectly straight.

I agree with Bill. Unless there's a groove worn into it where the neck goes through the timing cover seal don't mess with the sleeve, just use it as is.

X3 with BillK. The repair sleeves are stainless. Unless it is grooved or otherwise damaged, leave it alone. If you do need to replace it, I've usually been able to pry up one edge and grab it with a needle nose pliers. Roll the metal with the pliers - think opening a tin of sardines. Once you get a crack started, the thin stainless just zips apart.
