Frame and undercarriage paint dilemma
I am not doing a frame off as the body and mechanics are in great shape. I just need to address undercarriage and frame rust. Steering linkages, suspension is also a bit rusty. It has been very easy to remove rust on the frame but getting suspension and other components completely rust free is not going be possible. My plan is angle grinder, wire bush, sanding discs, and ospho.
Since I will have a mix of rust, light rust, and rust free, neither POR15 nor an epoxy primer is ideal. POR adheres well to rust but not so great to bare metal. Epoxy the opposite. Asking for opinions in the painting forums is a lesson in confusion and people just getting argumentative.
So.... I cannot sandblast to rust free, but I can get some areas rust free, other areas close, and some areas can only remove surface rust.
Opinions on how to paint this? I am not interested in using rubberized undercoat or bedliner before anyone suggests that. TIA.

Zinc chromate. My dad used it on his ****** hotrod years ago and it still looked great when he sold it fifteen years later. My understanding is that it can be applied over surface rust and when dry and clean will take paint well.
