Either the left brake is adjusted too tight, or the right brake wheel cylinder is frozen and brake on that side is not working.

I may have misread the original post. Is this only when brakes are applied or is it a constant thing?

If only on brake application, it's a brake-related issue. If all the time, it's suspension or front end alignment.

Sorry if I missed it, but I don't see where you've told us if it's drums or disks. It's difficult to help by long distance without all the info.

Ok, I've had problems with calipers where the seal would wear a groove in the piston and cause it to hang up. I replaced the pistons during a caliper rebuild and the pulling stopped. Also, check your caliper mounting hardware. Again, I usually replace the pins and o-rings when I do the pads. Finally, how old are the rubber hoses to the calipers? The inner seal can deteriorate and act as a one-way valve that prevents the caliper from fully releasing.
