Wheels locked up?

Wheels locked up?

I had moved my 63 98 earlier in the spring without any problems. Motor is in place but blown so it was literally pushed. Now I need to move it again and it will go into neutral and roll backwards but not forwards! I strapped a hook to my riding mower and tried to pull it and it jerks like the brakes are on. Wouldnt it not roll either way if the shoes are caught? I dont want to pull the wheels off if its from another issue. Hints? Thanks

You have a brake locked up, jack it up and find the offending one. If it's drums you need to crank the adjuster in.
