Th 400 problems

This has probably been answered somewhere on here but my issue with the transmission is odd. I bought this from a guy out of state about 6 months ago, I finally got the engine done and everything put back in the car. I topped off the trans fluid and took it down my road well I seems to only have 1st and reverse. I called the guy and he is adamant that its a good unit and would be losing nothing by lying at this point am I missing something. As stated above it a th400 with reverse manual valve body, hurst quarter stick and I've double checked the linkage and its adjusted perfectly. Any help would be great im getting ready to pull it and have it gone though just thought I'd ask you guys first thanks.

EDIT: ignore this comment. My money is on the vacuum modulator line not being connected properly.

Manual valve body means you have to shift it every time and every gear. Up and down.

I know it has to be shifted, it stumbles in reverse and does about 5 mph at 2000 rpm in 1st nothing happens when shifting into 2nd or 3rd

Did you top off the transmission fluid with the engine running and warmed up.

I definitely did, ran it through all the gears. Drove it back and forth in my driveway then checked levels again.

Is there a vacuum modulator on the transmission or is it plugged?

Would the governor be ruled out due to a manual valve body?

There is no connections to the trans other than cooling lines and shifter linkage.

There is no connections to the trans other than cooling lines and shifter linkage. Could this be a torque converter issue. This is what the guy said about it when asked, Hey good morning the converter was a 3500 stall neutral blade angle street strip no spragless parts. Wouldn't recommend for no power additives

A 3500 stall wouldn't drive overly different than a near stock converter. I can drive my 4000 rpm converter around and doesn't slip alot til you stomp on it..

It is a manual shift. When you shift it, it should shift regardless of the stall or rpm. There is something wrong with the trans. Sorry.

Does it have a vacuum modulator?

Next, pull the governor, see if it has one or if it’s been modified.

Pull the oil pan, see if it have governor tubes? Detent solenoid? Those parts are usually omitted for a manual valve body.
