It says 1946 right at the top.

Is your car a Hurst/Olds? That's a common application for the somewhat hotter V code 455/TH400 combination of 1974.

Here's another site with VIN decoding info for all GM going back to 1972.

follow-up question / Parts Supplier

Can you recommend a good place to get parts, emblems, etc for a 74 Hurst?

The post-1972 Cutlasses aren't as well supported by any means as the earlier Cutlasses. Several vendors cater to the Olds hobby, including Fusick, Year One, and Kanter, with Fusick devoted exclusively to Oldsmobile. Most, though, will have engine, brake, drivetrain, etc.-type parts. Body and trim will likely have to come from donor cars.

One place you'll likely run into people facing the exact issues you are is over at the '73-'77 Oldsmobile forum. If anyone does, people there ought to know about the best sources of parts for a car like yours.

Emblems and stripe kits are readily available through multiple Olds catalogs. NOS seat material is at SMS in Oregon (?). Interior plastic is mostly used only with the exception of lower door panels. Body parts are used only, with the exception of floor pans, and mediocre quality quarter panels.
